Favoring collective bargaining rather than government intervention in labor-management disputes, Wirtz also promoted research for identifying labor shortages and led LBJ's "War on Poverty". He also implemented Department of Labor anti-discrimination regulatory responsibilities under the Civil Rights Act of 1964. Lightly toned and creased. Show-through from paper loss and mounting remnants on verso touches signature. Show-through from notations on verso (does not touch signature). Neatly torn from binding at left edge.
